Ii. Main tasks
1. Creating an open industrial innovation ecosystem
1. Accelerate the gathering of international innovation resources. We will set up an international innovation platform, strengthen the docking of innovation resources and information, and expand scientific and technological exchanges and cooperation with key countries and regions. 2. Build an international producer services system. We will enhance international service capabilities for the cluster development of advanced manufacturing industries, and promote the extension of producer services such as industrial design, testing and certification, industrial e-commerce, technology research and development, and integrated supply chain to specialization and high-end value chains. We will intensify the opening-up of professional service industries, formulate and implement special policies for the development of service-oriented manufacturing, and build industrial clusters of professional service industries. To strengthen cooperation and exchanges in professional services between Shenzhen, Hong Kong and Macao, and promote the high-end development of design, legal, accounting and auditing, management consulting, human resources, inspection, testing and certification services. We will accelerate the development of technologically advanced service industries and raise the level of internationalization of enterprise innovation. By 2025, the added value of the modern service industry will account for more than 77% of that of the service industry. Support enterprises, industry associations, etc. to strengthen contact and cooperation with international industry organizations and standards organizations. Encourage enterprises and industry associations to actively participate in the regular dialogues or international meetings of international industry organizations and standards organizations, and accelerate the promotion of inter-regional industry access and mutual recognition of standards. We will support enterprises in leading or participating in the formulation of international standards in the fields of next-generation mobile communication technology, artificial intelligence, cloud computing and edge computing. We will work with Hong Kong to promote the development of the Qianhai Shenzhen-Hong Kong International Financial City, establish and improve a new open system and a system of cross-border cooperation linking Hong Kong and Macao, and gradually form a multi-tiered and multi-functional financial market and a complete financial service industry chain. Attract a cluster of high-level financial headquarters and licensed institutions. Promote the facilitation of the domestic use of cross-border RMB income from capital accounts, carry out digital currency research and mobile payment and other innovative applications, and promote international cooperation and cross-border use of digital RMB. We will support the Qianhai Shekou Free Trade Zone in innovating the digital trade system and the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone in building an international science and technology information hub, and accelerate the construction of an international environment for digital trade that facilitates the circulation of digital elements, improves digital trade rules, and leads by digital technology innovation. Focusing on the convergence of international rules in finance, transportation, health, medical and other fields, actively participating in the formulation of international rules for cross-border data flow, and actively promoting the security management of cross-border data transfer (outbound) under the framework of national and industrial cross-border data transfer security management systems. Establish data security management mechanisms such as data security protection capability assessment and certification, data circulation backup review, cross-border data circulation and transaction risk assessment. We will integrate economic and trade rules such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership, support industry associations, enterprises and other entities in building digital trade research-oriented think tanks, study and discuss the changing trends and countermeasures of digital trade order rules, and provide consulting services for digital trade enterprises on cross-border data flow and trade rules. 7. Make greater efforts to attract and utilize foreign investment. Strengthen policy stability, timely publicize industrial spatial information and other relevant situations on platforms such as "deep i enterprises", and stabilize the development expectations of foreign-funded enterprises taking root in Shenzhen. In the process of formulating enterprise-related policies, planning industrial space, and planning commercial layout, we fully solicit the opinions of various enterprises, strengthen the publicity and interpretation of policies for foreign-funded enterprises, and promote the reform of benefiting the people and enterprises. We will vigorously cultivate market players in an open economy and support Shenzhen multinational companies to further absorb advanced production factors from around the world. Promote headquarters enterprises to gather business in deep, expand functions, upgrade energy level, and create a multinational company investment gathering place. We will fully implement the system of pre-establishment national treatment plus a negative list for foreign investment, and promote consistent management of domestic and foreign investment beyond the negative list. We will comprehensively clear up regulations that are inconsistent with the Foreign Investment Law of the People's Republic of China, guide foreign investment in key development areas such as advanced manufacturing, strategic emerging industries, and industries of the future, and support the establishment of foreign-funded research and development institutions. We will implement the policy of exempting foreign investors from withholding income tax when they invest directly with distributed profits. In 2025, the actual use of foreign investment in high-tech industries will reach more than US $4 billion. Build an independent and controllable overseas marketing system, and expand value-added services such as overseas warehouse commodity display, after-sale distribution, after-sales maintenance, and supply chain finance. Build a global cross-border e-commerce express delivery center, and support the construction of cross-border e-commerce return centers in regions such as comprehensive free trade zones. 9. Build an efficient and convenient cross-border trade service system. Optimize and upgrade Shenzhen's "single window" trade facilitation services for international trade, and integrate port, ship agency, logistics, customs clearance, foreign exchange collection and payment, financing, tax refund, import and export charges, policy consultation, risk prevention and control and other international trade chain businesses. To explore and promote the application of electronic bills of lading for international navigation ships, and improve the efficiency of cross-border trade business handling. Strengthen the cultivation of customs AEO (Certified business operator) enterprises. Deepen the construction of "smart port" and the pilot reform of customs clearance mode, implement the reform of the sea and air port flow plan, optimize the cargo clearance mode at Shenzhen sea and air ports, and achieve "land" customs clearance at sea and air ports. 10. Promote the internationalization of urban living environment. Strengthen the construction of the international language environment, and optimize the guidance service of foreign public signs in key public places, public facilities and street signs. We will enhance the international appeal of education and actively introduce high-quality education resources from overseas. We will accelerate the introduction and training of translation talents for non-common languages, and increase the supply of translation professionals. Improve the international quality of medical services, accelerate the construction of a medical service system that is compatible with international rules, and explore a third-party international medical insurance "one-stop" settlement platform to establish a cross-border payment mechanism for medical expenses that is compatible with international hospital quality certification. To give full play to the role of Qianhai International Talent Port as a "one-stop" service centre to facilitate the working and living of foreigners, Hong Kong and Macao nationals in Shenzhen.
To promote the facilitation of mobile payments for foreigners, Hong Kong and Macao residents in Shenzhen. To compile and publish the Shenzhen consumption guideline and the publicity guide manual for the convenience of the people, comprehensively publicize and display the Shenzhen consumer culture, and hold a series of Shenzhen-Hong Kong consumer activities. Create an international business circle facing the world, and promote the construction of commercial consumption space with high quality. Build a high level of mountains and seas to green Shenzhen, and build Shenzhen "International mangrove center" with high standards. The whole process, multi-dimensional and all-round legal service chain is established with government support and law firms, notary offices, judicial appraisal institutions, arbitration institutions and other legal service institutions are involved to provide legal services for the creation, protection and application of intellectual property rights. Actively explore and promote the protection of intellectual property rights in key industrial areas and key technological links. We will strengthen special law enforcement of trademarks, patents and other intellectual property rights, strictly protect the intellectual property rights of foreign-invested enterprises in accordance with the law, and optimize border protection measures for intellectual property rights. We will explore the establishment of a guidance service mechanism for dealing with overseas intellectual property disputes, provide comprehensive overseas rights protection services for overseas enterprises, and promote the construction of intellectual property compliance for enterprises. We will polish urban business cards such as the city of Design and the model city for the global public to read, give full play to the platform role of major international exhibitions and high-level international sports events, and promote comprehensive urban marketing in multiple dimensions. Promote the linkage and integration of the image of Shenzhen and Hong Kong, and speak well of the "tale of two cities" between Shenzhen and Hong Kong. Strengthen the construction of the city's external portal platform, run the EyeShenzhen multi-language website well, and create a friendly interface linking the world in the digital media era. Third, safeguards
1. Strengthen organizational leadership. Party committees and governments at all levels should put the construction of an international business environment on an important agenda.
