In order to further build a demonstration highland for optimizing the business environment at ports and promote the overall improvement of the business environment at ports across the country, the General Administration of Customs, together with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, the Ministry of Commerce and the State Administration for Market Regulation, recently deployed and mobilized a five-month special action to promote cross-border trade facilitation in 17 cities in 12 provinces including Beijing, Tianjin, Shanghai and Chongqing.

Specifically, the special action mainly includes 19 measures in five aspects: first, further deepen the construction of "smart ports" and the digital transformation of ports, including supporting five measures such as strengthening the construction of "smart ports" and piloting customs clearance mode reform; The second is to further support the upgrading of foreign trade industry and the healthy and sustainable development of new business formats, including four measures such as promoting the upgrading of processing trade; The third is to further improve the security and smoothness of the cross-border customs clearance logistics chain and supply chain, including continuing to promote four measures, including paperless documents and handover facilitation in port and shipping logistics operations; The fourth is to further standardize and reduce compliance costs in the import and export links, including the continuous implementation of two measures, including the Action Plan for Cleaning Up and Regulating Maritime Port Charges; The fifth is to further enhance the sense of gain and satisfaction of foreign trade operators, including four measures such as coordinated promotion of "problem clearance" of enterprises and improvement of communication mechanisms between government departments and the business community.

According to reports, in 2022, a total of 10 cities including Beijing, Tianjin, Shanghai, Chongqing, Hangzhou, Ningbo, Guangzhou, Shenzhen, Qingdao, and Xiamen participated in the cross-border trade facilitation special action, and the 10 reform and innovation measures that have been launched have been put in place, and the 501 "optional actions" issued by various customs in various places in combination with the actual supporting facilities have also achieved obvious results. On this basis, the participating cities will continue to expand this year, and the special action will be carried out in 17 key port cities, including Beijing, Tianjin, Shanghai, Chongqing, Dalian, Ningbo, Xiamen, Qingdao, Shenzhen, Shijiazhuang, Tangshan, Nanjing, Wuxi, Hangzhou, Guangzhou, Dongguan and Haikou.

The relevant person in charge of the General Administration of Customs said that the special action to promote cross-border trade facilitation is an important measure to benchmark the international advanced level and make every effort to create a market-oriented, rule-of-law and international first-class port business environment. This year, the further inclusion of key cities in major economic provinces into the scope of pilot projects will help enhance the influence and implementation effectiveness of the special action. At the same time, with the implementation of these reform and innovation measures, it will further benefit enterprises and people, and better serve foreign trade to promote stability and quality.
